General Terms and Conditions of Sale

1/ Application of the General Terms and Conditions of Sale. 

Any vehicle inspection carried out by the SNCT is governed by these General Terms and Conditions of Sale. 

Any request and performance of a vehicle inspection requires complete and unreserved compliance with these General Terms and Conditions of Sale.


2/ Conditions for performing the vehicle inspection.

Our inspection equipment meets the various regulatory requirements in force. Vehicle inspection operations carried out at our stations are those defined by the amended Grand-Ducal decree of 26 January 2016, by technical instructions and any other regulations that apply on the day of the inspection. 

The inspectors have the requisite qualifications and authorisations to carry out the inspections of road vehicles of all categories. 

The inspectors can only mention objective defects involving specific points, and only within the limits of the regulatory nomenclature. The methods and criteria for assessment are likewise defined by regulation. 

The inspections are carried out visually by the inspectors and using regulatory inspection devices. No disassembly is performed in the course of the inspection, with the exception of those required to identify the vehicle and that are provided for by the manufacturer. These will be performed by the person who brings the vehicle for inspection. 


3/ Obligations of the client.

The client is required:

  • to bring the vehicle to the inspection station on the day and at the time set when the appointment was made,
  • to bring the vehicle in running condition and cleanliness appropriate to the inspection to be carried out,
  • to provide the identity documents for the vehicle and any other supporting documents required by the legislation and regulations in force,
  • to bring the vehicle with a load that does not exceed the authorised limit,
  • to bring an “O” category vehicle (trailers) for inspection that must be attached to another vehicle,
  • to bring a vehicle with the load sufficiently secured,
  • valid insurance certificate,
  • valid tax disk.

The inspector is authorised to reject vehicles that do not meet these criteria.

Comment: For purposes of maintaining the provisions governing the internal quality system and those of the ISO 17020 standard, the staff responsible for the surveillance/supervision of the inspectors and the inspection devices may, in the course of carrying out their mandates, ask for a repetition, under their authority, of an inspection of a vehicle carried out at an inspection station and having undergone a vehicle inspection. The client must accept the requirements and accept the modalities of this “return visit” and any inconvenience they may result in (delay, etc.).

During the vehicle inspection, the customer must ensure that the trunk is empty and the seats are folded up, or at least accessible, so that technical inspectors can carry out the necessary checks. Failure to do so may result in observations or non-conformities in accordance with the regulations. The customer is responsible for the correct configuration of the vehicle and the provision of the necessary equipment for testing. Subsequent changes to the certificate are not possible if the test conditions were not met.


4/ Responsibility and ethics.

The SNCT and its staff shall under no circumstances be held responsible for theft of objects and/or products in the vehicle(s) during the period when the inspection is being carried out (from taking the vehicle until its return); and neither impairments nor damages and/or breakdowns that occur during the inspection operations and that are beyond their control.

The SNCT company cannot therefore accept responsibility except under the express and prior condition that an error has been identified that can be imputed to it.

The SNCT company has taken out civil liability insurance to cover the risks associated with the activities of vehicle inspection for which it is authorised and accredited.

The vehicle inspector acts in the capacity of technical verifier. As such, he or she in no way contributes to the maintenance of the vehicle that is being inspected. The latter is a verification of the good running state and a satisfactory state of maintenance of the parts of a vehicle at the time of inspection.

The vehicle inspector is required, by his or her employment contract and by having sworn an oath to comply with the rules of independence, impartiality, integrity and confidentiality.

The SNCT company is not responsible for any delays or the non-performance of inspections resulting directly or indirectly by an event beyond its control.

In the event of damage to a vehicle under inspection, the costs of its removal or towing shall be borne by the owner of the vehicle. A reasonable period of time will be granted to the latter before involving (at the initiative of the inspection station) an external service provider.


5/ Entry into force.

The agreements between the inspection station and the client enter into force as soon as the client validates the service order.


6/ Price and general terms of payment.

The prices are available to clients on the website when they make an appointment and are also posted inside the inspection stations in the areas reserved for clients. They may also be given to the client upon simple request.

Unless otherwise agreed, payments will be made:

  • in cash or by bank card,
  • clients who have a client account (and provided the right to invoicing is accepted), by direct debit from a bank account or by bank transfer at the time when the invoice is drawn up.

The client is required to pay the invoice, whatever the contents of the inspection certificate and the results of the inspection.

If a vehicle, for any reason whatsoever, fails the inspection before the start or during the inspection in accordance with the texts governing the activity of vehicle inspection, the client can be invoiced at the price in effect.

The VAT rate applied is the one in force on the day of the service provision.


7/ Complaints, appeals and out of court settlements.

Any complaint/appeal is independent of the payment of the sums owing to the SNCT. The P-QU-05 “claims and appeals” procedure describes the process for handling complaints and appeals. It may be given to the client upon simple request. Any complaint/appeal must be lodged formally in writing with our company within a period of two weeks starting from the performance of the inspection.

Any disputes relating to the services provided by the inspection station and to the application or interpretation of these General Terms and Conditions of Sale may be heard only by the courts of Luxembourg.


8/ Impartiality, independence and confidentiality.

The SNCT is accredited under the ISO / CEI 17020 standard and is therefore required to carry out all the services inherent in road vehicle inspections in a way that is completely impartial, independent and confidential.

All the staff of the SNCT company are required to abide by the same principles in all circumstances.

The vehicle inspectors have, by virtue of their swearing their oath, their employment contract and their work procedures, the duty to ensure they are not subject to any commercial or financial pressure intended to change the outcome of an inspection. As a result, no tips of any sort may be offered to inspectors.

The SNCT also undertakes to respect the confidentiality of client information. It may share the results of a vehicle inspection and the information about its clients only with the bodies and persons named in the amended Grand-Ducal decree of 26 January 2016, for the purposes provided for by the legislation and to staff of the SNCT company. In the event that the information is shared with third parties, the client must be informed by letter.

Transfers of digital data are secured by means of a certificate of conformity issued by the Government IT Centre in which the IT protocol and access to the IT system is codified. In accordance with the amended IT Law of 02 August 2002, the client is informed by a message that he or she has the right to access and rectify the personal information about him or her.

A declaration is made to the National Commission for Data Protection (CNPD) for all digital data used in the vehicle inspection stations. The receipt confirming the declaration to the CNPD is available on demand.


9/ Reading the On-Board Fuel Consumption Monitoring (OBFCM) data and its transmission to the authorities.

Under its legal obligations, as from 25/10/2023 the SNCT will undertake to read and record the OBFCM data (kilometrage, consumption, CO2) of category M1 and N1 vehicles first put in circulation as from 01.01.2021.

This information will be transmitted electronically to the Luxembourg state, unless the owner personally refuses consent.

Such refusal must be conveyed at the time when the vehicle arrives for the periodic inspection. Such refusal must be noted in Ediprinter and signed electronically.
